This unit specifies the skills and knowledge required to refuel vehicles and equipment from packaged fuel within a field environment or small temporary field refuelling site.

It includes preparing, conducting and finalising field refuelling operations.

This unit applies to Defence personnel working in fuelling operations but could apply to persons working in a similar environment.

The skills and knowledge described in this unit must be applied within the legislative, regulatory and policy environment in which they are carried out. Organisational policies and procedures must be consulted and adhered to.

Persons undertaking this unit work under supervision and perform specific tasks in a range of contexts.

Prepare for refuelling operations

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

applying relevant legislation, and organisational policies and procedures

calculating the mass, volume and special requirements of packaged fuel products

conducting field refuelling operations using drum stock

controlling fuel spills

earthing equipment and vehicles

interpreting fuel markings and panels

operating refuelling equipment

responding to emergencies using emergency response plans

supplying liquid fuels and other fuel products

testing fuel for product contamination

using drums up to 205 litres and small portable fuel bladders

using small motorised and hand fuel pumping equipment.

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

causes of explosions and related preventative measures

emergency/incident response plans

environmental protection

fuel products and fuel transfer systems

functions and responsibilities of team members during refuelling and fuel transfer operations

hydraulics principles

liquid fuels must include:

aviation gasoline

aviation turbine fuels

diesel fuel

ground gasoline

kerosene

other fuel products include:

anti-freeze fluids

greases

oils and lubricants

temporary protectives

relevant legislation and organisational policies and procedures

physical properties of fuels

valve and hose systems.

As a minimum, assessors must satisfy applicable regulatory requirements, which include requirements in the Standards for Registered Training Organisations current at the time of assessment.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Assessment must occur in workplace operational situations, where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Resources for assessment must include access to:

a range of relevant exercises, case studies and/or other simulations

relevant and appropriate materials, tools, safety equipment and personal protective equipment currently used in industry including:

workplace refuelling systems and fuel products

specific workplace operating procedures and publications

applicable documentation including operational procedures, regulations, codes of practice and operation manuals.

Foundation skills essential to performance are explicit in the performance criteria of this unit of competency.
